The Central Authority has released the form to register in-process cases.
You can download the form here: Download file
is it me or is the same info as required by the Avisos that were to have been filed in PGN? I am having a bit of trouble seeing the whole images, but it appears to me to be the same fields of information. Hopefully all cases that already had Aviso filed in PGN will not need to re-register - which should help with the volume of cases needing to be registered at the CNA, since all cases started since May 2007 should have Avisos filed already. thanks Guat-Adopt for sharing this form! Lisa
Posted by: Lisa at January 18, 2008 04:30 PMDid they also release specifics as to WHO needs to register? Is it all cases or just those that are not yet in PGN?
Posted by: Sue at January 18, 2008 04:32 PMInteresting how much of this is redundant to what's already in the file and not a quick thing to fill out as promised...foot prints and hand prints? Already have those in the file when submitted to PGN, right? I guess I could see this if it is a new case, but for in-process cases, it will be difficult to get all the forms done before the deadline????
Posted by: Leah at January 18, 2008 04:48 PMStill no clarifying of "in process"?? I am on pins and needles waiting! We started a case almost 4 yrs ago and it became an abandonment last year. We still do not have our COA ( hopefully next week) and wonder what they will think of cases like this. We also do not have a POA because we are living in Guatemala, and therefore are there to sign anything that needs to be done.
Any ideas?

Posted by: GuateRose at January 18, 2008 05:16 PMI was told by my agency that if you are already in PGN (or where in and got KOed) you do not need to register. Honestly, I wouldn't mind doing it just to be safe.
Posted by: Jennifer Z at January 18, 2008 07:15 PMForgive me if this has been covered already but when is the CA going to start accepting their own forms? Also, has the staffing situation been resolved so they can process the forms?
Thanks!
Does anyone know who is supposed to fill this out? When does it have to be handed in and to whom? Also, If you are in PGN, Do you still need to fill this out? If not, What happens if you are kicked out after the deadline? Why are these such difficult questions to answer? No one seems to know. Erik
Posted by: Erik at January 18, 2008 09:27 PMAm I missing info? Has a definition for "in-process" or "grandfathered-in"? Are ALL cases, those in PGN, kicked out of PGN, AND those that are already sitting the desks at the NCA going to be grandfathered in?
Posted by: Bethie at January 18, 2008 10:40 PMI am still wondering like many others I know, do those in PGN right now also need to register with the CA? And if not, what happens when they receive a kick out and it is after the 30 day period?
Thank you,
Lees
I was told that our attorney, had picked up the forms yesterday(Fri) and that he was to fill them out and turn them in Monday. We only have a POA registered. This is the first time our agency felt really postive that this is going to happen. I am very thankful at this moment.
Posted by: L at January 19, 2008 08:58 AMDo cases that are going the judicial route (for the past 6 months already) need to register this way also? Anyone know?
Posted by: Lis at January 19, 2008 09:39 AMhow is it that these forms are available but not everyone knows about the process and no ones knows which cases need them filled out and which dont. this is absolutely crazy and ridiculous. I knew the would pull this kind of a stunt. No wonder Colom wanted to fire these 3.
Thank you for posting the registration form. Like many of the other posters, I am curious as to whether the CNA is now accepting this registration form, if it needs to be accompanied by our file, and who can file this form. Is there a limit on the number of forms that can be presented at one time by one attorney/notary, and also the number of forms that will be processed in one day? Will cases receive a receipt that must be presented to the PGN to be refiled?
I know that I have listed A LOT of questions, but appreciate any input that you can give all of us.
Thank you for your constant support and insight.
GuateRose, My heart breaks for you. I can not imagine what you have been thru. However, we have a somewhat similar situation in that our case became abandonment last year, and we also have a hearing for COA next week (1/23). I was wondering if you started the process in country or out. If you started the process out of country, you propabably signed POA back then. I know what you mean about pins and needles.
Posted by: Lo at January 19, 2008 10:32 AMMy comment is this, for those of us who have payed a licensed agency to handle this paperwork, why can't they provide us with specifics on our case? All of these updates are great if you know where your paperwork is in the process. We can't blame everything on the Guatemalan government. It's their job to handle the details - not ours.
Posted by: Jill at January 19, 2008 11:02 AMI just talked with our facilitator and she is claiming she doesn't have confirmation as to where the offices are located( or are going to be located, my Spanish is still really bad!)... Does anyone know if the address posted is correct or not?
She is willing to do whatever she needs to, to make sure we are registered, she just doesn't know where to go yet.
Will we ever get our boys home?? This is driving me nuts!

We are in the same situation:POA registered; our lawyer told us yesterday evening that she had picked the forms up and will turned them in to the CA on Monday. Let's pray there will be no problems on monday.
Asta luego a todos.

I have the same questions as BTGC.
BTGC's questions are more specific and are exactly what has been running through my mind.
Like BTGC, I am curious about how they will handle the volume that I assume they will be confronted with as soon as they are opened.
Seems like the CA created a situation where they will be presented with a super huge volume of work to do in a very short amount of time.
They (new CA, congress, etc.) had to have known this, so what is the purpose of deliberately creating this type of situation (thousands of cases that need to be registered in only a few weeks)?

Posted by: anonymous at January 19, 2008 05:32 PMLaura, at PGN, told me last week that the only cases that need to be registered are those which have not been submitted to PGN or which had been, but got Kicked Out...Also, my agency informed me that the attorney is to fill out this form and I believe they have a limited amount to do it in for currently in process cases....
Posted by: JWRMom at January 19, 2008 06:04 PMLo, we started our process out of country, but the lawyer was bad ( to put it in kind words!) and she never registered a friend's POA so am pretty sure she never registered ours either! More than one reason why after being in process 1 1/2 years we find out that everything we were told was a lie and we had never even been started!
We have a trustworthy lawyer on both of our boys cases now.( both abandonment cases, both started YEARS ago, 5 and 4 respectively)
Only thing keeping me sane is my faith that God works all things for good, and in His own time!

Posted by: GuateRose at January 19, 2008 08:18 PM"On Friday, January 18, the newly appointed Guatemalan Central Authority released the forms necessary to register in-process adoptions as required by the new adoption law (Decree 77-2007)."
From JCICS 1/18 update.
It says, the "newly appointed" CA released the forms!!!
So, we don't have to worry about the previous elected CA releasing a form that could later be voided out. Cool!

Posted by: vince at January 20, 2008 02:43 PMI'm not sure if this will help anyone, but our lawyer has completed our CA forms and is submitting even though we are in PGN and have not been kicked out. Our file was not complete, so we know we will be kicked out eventually. I am not certain if she was asked to complete the CA by PGN or if she is simply planning ahead.
Posted by: Chris at January 21, 2008 11:38 PMMy agency contacted me this afternoon to get info for my CA registration forms. I'm in PGN and have not (as of yet) gotten a previo. I think the agencies are filling out the CA registration forms whether or not you're in PGN
For anyone wondering if they need to register their case with the new Central Authority even if it was in the PGN as of Dec. 31st, I just got this information from my baby's hogar. ALL of the lawyers workng with their children are registering ALL of their cases with the CA, even those that were officially in PGN on Dec. 31st.
She said all cases need to be registered; also that even if a case was in PGN on Dec. 31st but is not registered by the deadline, and then gets a previo (or kicked out), it will not be allowed to be resubmitted to the PGN.
This seems to be what most agencies and my hogar are recommending, so I strongly encourage everyone in process, even if your case was in the PGN on Dec. 31st, to make sure your case is registered before the deadline.
Posted by: Ruth at January 25, 2008 11:31 AMDear Kevin and Kelly,
Can you tell us what you think the deadline is to get registered with the CA? Is it 1/30? 1/31? Or 2/11? I have heard all of these dates mentioned but no one knows for sure. (the 2/11 date only came from JCICS)
Was the latest info that Guatadopt has on this crucial question?
Posted by: Susy at January 25, 2008 11:20 PMI found out that the Attorneys were given the address of an empty building. Appearantly there is no address to file the paperwork at this time. Our agency contacted us and asked us to get in touch with our Representatives, in hopes to have them try to put some pressure on whomever they can to get something done. That was last week on jan 16th when we received the email, nicely enough 1 of 5 Representatives responded.
