Below is a copy of the latest CA registration form. There are only a few changes from the last version we posted. The CA is saying they will begin to release registrations Wednesday. Don't hold your breath, but keep your fingers crossed.

Thanks for posting these new forms. Kevin, does anyone know if the old forms filed last week are still valid? I have heard rumors of an addendum, but can't get a confirmation on that.
Has anyones attorney requested that they sign a form to give the CA permission to complete their adoption case?

Ok, someone posted that her attorney has asked them to sign a form giving permission to the CA to complete their adoption.
She explained that she did not know if this was just something her attorney was trying for her specific case, but it seemed to be what the CA was wanting.
There was only one person so far that reported this, so I'm sure if it has any weight to us a whole we will hear more about it very soon, but ...
Again I am no lawyer, but have been here long enough to see the types of tricks that corruption includes.
Wouldn't they love you to sign a form to give them permission to continue your adoption/permission to get your files from PGN and begin their own assessment/investigation/approval of your case/thus continuing to cause unnecessary delays for the PAPs and the children waiting to be part of a family.
The reason they ask for this, if they are indeed requesting this, is because they know that it is illegal what they are trying to do.
They are simply suppose to register the case and they know it's illegal to do more, so they are trying to get PAPs to give them permission. PAPs will feel the threat that if you do not sign, we will not give you the registration certificate.
This type of behavior is the behavior of shady leaders, not ethical leadership who follows the law.
This is unethical! All they need to do is follow the law!
I really hope that in the next two days, we will get some show of good faith from the CA, proving that they do indeed to follow the law that their Congress put into place and that they will keep their word and start registering families, so that those families whose attorneys have attempted to register them according to the law, will be grandfathered in.

It basically is a statement that the adoptive child will have the same rights as a biological child born to the adoptive parents. I've heard conflicting information about its implementation...some families required to use it (AND have it authenticated) and other families who have not heard of it.

The "Declaration of Rights" form isn't new, but I don't believe all the reviewers require it. It's also called "Article 24" and I've seen some kick outs for it (myself included), but not everyone who gets out has it. Some agencies already require it, and some don't. HTH!
The only differences I see are slight wording changes of the headings, and a specific place to attach a photo of the child. If they are releasing files Wednesday, then they must still be OK with the old form.
I think everyone needs to take a deep breath and see what happens the rest of the week.

Some families are getting ko'd for this form. This statement was included in our original homestudy so we did not have a separate form. PGN just decides what it wants to do and it is very arbitrary at times.

We were required to have that form in our dossier in Spring 2005 and this time. It has had to be notarized and authenticated.
We signed a Declaration of RIghts form last year when we started both of our adoptions (they are both KOed of PGN) It was one of the many form letters send to us by our agency. THey told us it was required for adoptions.

I was required to complete a Declaration of Rights form back in summer 2007 when I first completed my dossier - it was part of my agency's original requirements..

We I was preparing my dossier our attorney requested the Declaration of Rights. Talking about the lastest CA form, is the exact same one as the one posted last week except they include a square to attach a photo of the child being adopted. I have ask my attorney if we need to file the photo, but no answer have been received yet.
I think most adoptions attorneys are with the same doubts we have about the new requirements.
May we have some light at the end of the tunnel.
