PGN to Release Previously Approved Adoption Cases

DOS has a new statement and I think you will like it. The title of this post says it all, but read the DOS statement as well....

I'm so happy to hear this news for all of you that have been waiting.

Posted by: SandyHarboe at June 18, 2008 06:07 PM

I'm so glad to see this. We spoke with our attorney today before I read this. We were going down on Sunday for a visit and to go to PGN to see if we could hurry things up. Our attorney said to just wait. She told us she didn't know what happened but files were being rushed through and her contact at PGN said we would have our file by the end of the week if not then early next week! She said things were changing very fast and everything all looks very good for all of us. We are still going down on Sunday, so I will give an update of what we see and hear from the PGN.

So does this mean that the 'one-month hold/review' has been lifted and we are essentially back to the usual PGN process?

We went into PGN in October of last year. It has been soooo long.

the one month hold was lifted a couple of weeks ago - but now files really seem to be coming out! yippee!

What about cases that are out with a previo? Do you think ours will speed up too?

Posted by: CM at June 18, 2008 10:57 PM

Oh I pray that this is all true and that we all get out very soon!

Thanks so much for posting this. Our case was supposedly one of the ones approved & at the window when this whole thing started. Is this DOS post saying that cases already approved by Barrios will be released even without a BMI? We first went into PGN in 11/05 (yes, almost 3 yrs ago). The BMI was scheduled for 6/4 but the heavy rains have prevented the birthmom from being contacted or coming in to GC from her home town. The birthmom has been interviewed about 8 times (including testifying in Minors Court in 2007 and interviewed as recently as 1/08 by PGN Investigations, which finally released our file to regular PGN in 2/08) prior to the BMI situation; I'm praying we can finally catch a break. Any thoughts?

This is great news! I am so happy for the 1,300 cases that are currently in PGN and will be released soon. This should be a big releif to many families.

I was a bit discouraged though, when I did the math of 120 embassy cases per week, into 1,300 currently in PGN---well folks, that will take us pretty much through September for the last ones. Can't they add some temporary workers and do more than 120 per week for just a few months?

Then, I got even more discouraged, as my case is not even in PGN yet (will most likely have to be resubmitted) as it is still stuck at the Court of Appeals.

It just seems like these courts can keep the files indefinitely! Mine has been there for 9 months now.

Just wish that DOS was advocating for cases like mine as well.

I'm a little confused. This says that cases with final approval under Barrios were released in early June, so why are some of those families still having bm interviews?

Are these the cases we've been hearing about being released or are other newly-approved cases also being released?

I received an e-mail from the children's services division of the US State Dept. stating that PGN has told them that when a case is turned back in with a corrected previo, it will NOT go back to the beginning of the process as had been the case in the past. She said they were assured that those cases would be expedited for approval, so should only take a couple weeks before they are out. I am not sure this is happening to cases, but I thought it was encouraging. I hope it is true for everyone.

I was released Monday, June 16. PGN allowed my attorney to add the other necessary document and approved me. I was very surprised (and happy.)

Best of luck to all of those still in PGN. It sounds like they are moving cases through more quickly, or planning to.

I had read this on the JCICS site and wanted to hear what people thought. I was afraid to hope that it was as good as it sounded. Waiting for two (not biologically related), our little boy's BMI done (3 weeks ago) and waiting for our little girl's BMI. Both files have been in PGN since last November. Our cases were also supposedly one of the ones approved & at the window when this whole thing started. And I would be interested in hearing more about cases approved by Barrios being released even without a BMI, if that's true.

Are they still only releasing a set number of cases per day? My attorney was told last week that our file was ready to be released (they weren't told, though, if it was an OUT or a previo) and it's Thursday and they still won't release it. Anybody have any insight into why they are holding these cases up? I'm obviously on pins and needles wondering which of the two it is (previo or OUT).

We were concerned because our daughter's bm interview was approx. 21 days ago but our son's was delayed because his bm was ill. We wanted to take them home at the same time. I found out today that they didn't wait 21 days after his bm interview they only waited 7 for they are both being released tomorrow. We went in in November with our son and December with our daughter. We are finally out. I wonder how long it is taking to get birth certificates and DNAs with all the cases being released. Does anyone know a current time frame?
Praise the Lord.

I was told the timeframe depends on which city you are waiting for the bc to come from. I have one child out of PGN for a week and the other is still stuck in (bm interviews were 3 weeks apart). My agency told me that I will be traveling twice this summer. I dont care how many times I have to travel as long as they come home!!

Posted by: waitingfor2 at June 19, 2008 10:04 PM

FYI - We are out of PGN as of 6/19 with a 5/23 BMI as I previously posted. However, I read the document signed by PGN releasing the file and it is dated 6/3/08, so it took them over two weeks to get the file to the window for pick up.

Kevin,
Do you have a feel for what may happen to cases in PGN if the lawyer is unable to locate the birth mother? Our birth mother has had three interview appointments scheduled and our lawyer has been unable to find her to ask her to appear at PGN. She did sign POA over to the lawyer so I'm sure in her mind, she was finished with this process when she left her last known residence.

Pam-I have the same issue as you. Several previous interviews done, POA signed and know they can't find our BM. Hoping we can just be released.

Based on what is posted on the CNA website if a birthmother does not come in for an interview then it will become an abandonment case. We all know that currently under the new laws and CNA that there is no guarantee that a child will remain linked to the PAP. We have been advocating for a permanent and written link registration for those cases that were matched prior to the deadlines under the Hague. Let's hope either that these birthmohter's are located or this is going to be very long process for all parties.

My case was registered in December, 2007. In 2003, I adopted a little boy from Guatemala. In 2006 I started adopting a little girl. To our heart break the little girl Madeline that I selected died March 28, 2008 of a fast growing cancer. I don't know what will happen when Guatemala reopens. Will I be grandfather in with my case. Do I start all over. No one can give me any answers. I don't know who to contact. Can any one help me?
