Perhaps I am naive but how in the world does a fraudulent DNA test pass?
How can they get samples from the bio mother in these cases?
Is there something brutally obvious that I am missing?

I think they would get a doctor or lab tech to falsify the information. Just my guess.

DNA tests can be falsified by bringing in a mother/baby pair who you know will pass the DNA in place of the stolen baby, and hoping that the photo will be blurry or bad enough that the adopting parent won't notice.

I can think of a couple of other ways to get the DNA test to pass.

1) forcibly take a DNA sample from the biological mother. If you look at the information for the missing kids you will see that one child was abducted from the hospital while the mother was sedated. Another mother was given a drink that had a sedative. Her child was gone when she woke up. Samples of the mother could have been taken while they were under sedation.

2) To ad to DD's scenario, a DNA test could be performed on mother A with her biological child A. A picture of a kidnapped child B with mother A could be placed on the DNA report. Of course this requires cooperation with the doctor/sample packager. Again referring to the information for the missing children, it appears that one doctor/sample packager was involved in some of the missing kids.
